Born on 16.10.1946 in village Malapada in the District of Jajpur in a Zamindary family. His father, late Bhagban Prusty was a Freedom Fighter.
Justice Prusty passed Matriculation from N.C. High School, Jajpur. From S.C.S. College, Puri, he did his graduation in Philosophy (Hons.). In 1971 from M.S. Law College, he obtained LL.B. Degree. In January 1972, he joined in Orissa High Court Bar. Under the guidance of Shri Gangadhar Rath, Senior Advocate, Justice Prusty learned A B C D of legal profession for some time. Later he got associated with Late Bimal Krishna Pal, who was one of the renowned Civil and Constitution Experts of the State of his time. Since February 1980. Justice Prusty started independent practice. He has conducted cases in Civil, Criminal, Constitutional, Banking and Insurance Laws. He was appointed as Addl. Government Advocate in May, 1995 and in March 1995 he became the Government Advocate and continued as such till June, 2000. His Lordships was Retainer-Counsel for Manganese Ores (India) Ltd., National Insurance Co. Ltd., Bank of Baroda, UCO Bank, Union Bank of India, Orissa Lift Irrigation Corporation and Orissa Handicraft Development Corporation. His Lordships was a sincere and hard working Advocate. He was the Secretary of the Orissa High Court Bar Association in 1992-93 and in 1993-94. During his Secretaryship he organized “Kavi Sammelan” (Congregation of Poets).
His Lordships was appointed as the Member (Judicial) in the Central Administrative Tribunal, Bangalore Bench w.e.f. 01.05.2001.
He served as Judge of Orissa High Court from 14.07.2004 - 15.10.2008.
