Born in May, 1907, and educated in India in early life at Mitra Institution, Presidency College, University College and Law College, Calcutta; thereafter in the United Kingdom at King’s College and Birkbeck College and Lincoln’s Inn, London. Chief Justice Barman was called to the English Bar in 1932. Chief Justice Barman while practising in chambers at no.4 Pump Court, London made research in the treatment of young offenders with all the facilities from the British Home Office, London, during 1932-34; the results of his research, as a useful contribution to social science, were published by the publishers in the United Kingdom. Elevated to the Bench of Orissa High Court on 3.2.1958 and the Chief Justice of Orissa High Court from 6.4.1967 - 30.4.1969.
